William The Conqueror had the White Tower for which the fortress is named constructed in 1078, only a dozen years after his invasion, and for years the edifice was a potent symbol of Anglo-saxon and Norman tensions. The fortress has since become more famous as a prison than anything else over the centuries since then, hence the phrase "send them to the Tower" - its most famous denizen having been Elizabeth I in the quarrelling shortly before her accession to the throne.
